This happened recently when I used a recovery image to reinstall Windows 10 on a Surface Pro PC that had originally shipped with Windows 10 Home and had been upgraded to Windows 10 Pro. Not surprisingly, using the recovery image gave me an installation of Windows 10 Home. Those keys can be reused to enable an upgrade from Windows 10 Home to Windows 10 Pro, potentially saving you the upgrade fee. In fact, you can use a product key from any of these older Windows versions to perform a clean install or to upgrade to Pro.
Once that’s done, you can boot from your installation media and start the process. During installation, Microsoft asks you to enter a Windows 10 or 11 product key. If you are still on Windows 7 or 8, you can upgrade to Windows 10 for free. If you have an old, retail non-OEM copy of Windows 7, 8 or 10 you are no longer using on another PC, you can likely use the product key when you do a fresh install of Windows on your new PC. In that scenario, you can inadvertently restore Windows 10 Home.

In the following link, I found that I needed to use a temporary pro key, VK7JG-NPHTM-C97JM-9MPGT-3V66T , to first upgrade the version without any activation. To use this key I needed to cut off the internet, which was suggested by someone else on this page also, otherwise it just gives an error. Without internet connection, this key upgraded my computer to Pro and then I used the new Pro key I purchased to activate the windows 10 Pro.
After the upgrade I saw Video Error messages. Access to all personalization options; Microsoft support access; Equivalent to Windows 10 Enterprise; Free. It’s a PC built from old parts and is currently running Linux.

I wanted to post it here so that maybe someone still needs this solution, seeing that I had the same problem even after 2 years from the original post. More detail could be found in the following link. Thanks all, I've now upgraded the tablet by using the default Microsoft default key VK7JG-NPHTM-C97JM-9MPGT-3V66T for Pro as mentioned above. This then changed the edition and showed Windows as not being activated and allowed me to to get to the Microsoft store and obtain a new key. See all comments I bought a key on ebay and it turned out to be a VL key volume. Feel free to try it, though, because if it works you have Windows 10 or 11 for free. But come on; does anyone actually do that? Other than those inconveniences, unactivated Windows should work just fine and receive automatic updates too.

My understanding of OEM was a bit different at the time of purchase which was years ago. First using an OEM license on a personal computer that you intend to keep and use yourself violates the OEM license agreement.
